Angela Detrick brings over 30 years of experience in the construction management and engineering consulting industry. Mrs. Detrick has served in various administrative roles over this time and has extensive knowledge in accounting, payroll, auditing and proposal writing.

Coatings Inspector

Johnny Dukes

Johnny Dukes has over 12 years of experience as a NACE certified coatings inspector. He currently serves as an ODOT Prequalified Coatings Inspector and is NACE, CIP Level III Certified. His principal duties include inspections on bridge rehabilitation projects and the painting of steel structures. Project duties involve documentation into Mobile Inspector and SiteManager and observing the coatings process, including recording ambient conditions, checking surface preparation, checking entire system at hold points to ensure quality, as well as ensuring specifications and requirements are followed. Mr. Dukes was a member of the United States Marine Corps.

Project Manager

Matt Quesenberry

Mr. Quesenberry serves as a Field Manager providing oversight of construction personnel on various coating and construction projects in 11 out of ODOT’s 12 districts.

He also serves as a Construction Inspector and NACE Level 3 Certified Coatings Inspector on various State, County and City projects and is a prequalified Coatings, Project and Structures Inspector.

His principle duties include QA inspections on heavy highway transportation projects with a specialty in lead abatement and the painting of steel structures.

Project duties involve bridge rehabilitation inspections, asphalt and concrete replacements inspection (including concrete testing), guardrail and storm pipe installations inspection and daily project progress documentation.

He is proficient in all ODOT’s reporting systems, including GoFormz, Mobile Inspector and SiteManager and provides training to company inspection staff.

Whitney Noaks

Whitney Noaks has over 4 years of experience in the general inspection industry.

She holds a associates Degree in Civil Engineering Technology and is ODOT prequalified as a Project, Project Structures and Traffic Signal & Lighting Inspector.
