The Southern Ohio Veterans Memorial Highway (State Route 823) project is also known as the Portsmouth Bypass Project. It is a 16 mile, four-lane, divided, limited-access highway that bypasses the cities of New Boston and Portsmouth in Scioto County, Ohio. For starters, this stretch of highway connects at US 52, east of New Boston and west of Wheelersburg. Then, it passes through the communities of Minford and Sciotodale, connecting to US 23 north of Lucasville. The new route includes 5 intersections and 22 bridges. As a result, it has provided a travel time savings of up to 16 minutes per trip over the original 26-mile route. In addition, it provides better mobility within the local area for residents while having the potential to increase the economic development of the region.

Meanwhile, to accelerate the delivery and minimize the cost of the project, the Ohio Department of Transportation chose to contract it by Public Private Partnership (P3). Using this method, the project was successfully completed on schedule within the three-and-a-half-year timeframe.

TIS provided Construction Management, Administration, and Inspection Services. Throughout the project, TIS processed change order requests and tracked force account work while also performing quality control tests. Some of the tests included nuclear density testing on subgrade, embankment and aggregate bases, and testing for concrete structures. Further, TIS observed rock fill and blasting operations, inspected reinforcing steel installation, and inspected MSE wall installation. Likewise, drilled shaft installation, concrete pavement installation, maintenance of traffic compliance and sign and guardrail installation were also inspected.

Shawn Burcham

Lead Inspector

Mr. Burcham provided construction inspection on the Portsmouth Bypass Project. He performed daily inspections, including compaction testing on subgrade, embankment and aggregate base. In addition, he observed rock fill operations, observed new structure construction, including concrete testing, and inspected culvert installation. Finally, Mr. Burcham completed daily reports with test results and field calculations and entered them into the reporting system for payment.

Robert Knisley

Project Inspector

Mr. Knisley provided construction inspection on the Portsmouth Bypass project. He performed daily inspections and quality control testing on subgrade, and compaction testing on fill operations. In addition, he also performed QA QC over drilled shafts, pile driving, bridge replacements, deck pours, guard rail and storm pipe installations. Finally, he completed daily reports with test results and field calculations and entered them into the reporting system for payment.
