True Inspection Services is providing engineering, construction inspection, and coatings inspection services in both Ohio and Kentucky as a subconsultant on the Brent Spence Bridge Corridor (BSBC) Project. Our team is supporting quality assurance and construction oversight on one of the nation’s most significant transportation infrastructure projects, helping ensure work is completed in accordance with project specifications, applicable standards, and quality requirements.

The BSBC Project is the largest transportation investment in the Ohio Department of Transportation’s (ODOT) history and has received national recognition for its importance to the country’s freight transportation network. The project is transforming approximately eight miles of the I-71/I-75 corridor between Ohio and Kentucky through the construction of a new double-deck companion bridge west of the existing Brent Spence Bridge. The existing bridge will remain in service and be restriped from four lanes to three lanes in each direction to improve safety and traffic operations.

Beyond the new companion bridge, the project includes the replacement or rehabilitation of 22 ancillary structures, additional through lanes and roadway improvements, installation of noise barriers, construction of new and enhanced bicycle and pedestrian facilities, and numerous other infrastructure upgrades. With an estimated workforce of nearly 700 skilled tradespeople and approximately six million work hours, the BSBC Project represents one of the largest and most complex transportation construction efforts in the region. Doug Zimmerman, P.E.

Construction Engineer 2

Mr. Douglas Zimmerman has over 36 years of experience in the construction industry. He has worked on Ohio Department of Transportation, Ohio Turnpike and City of Toledo projects. He is an ODOT prequalified Construction Engineer, Level 2. He provides construction administration, inspection and finalization services for ODOT projects.

Mr. Zimmerman is the lead engineer for the Ohio Approach Segment’s Maintenance of Traffic, roadway, utility, traffic signal, highway lighting, and ITS work. Maintains and updates the segment’s Design-Build AWP file and serves as liaison for Document Control, Quality Assurance, Testing, and Material Compliance.

True Inspection Services is providing project engineering and construction inspection services as a subconsultant to Woolpert on this bridge replacement project. This is Ohio Turnpike’s largest bridge project in 20 years. The project consists of replacing two 25 span (963 foot) bridges over Tinkers Creek. Two lanes of traffic in each direction will be maintained throughout the duration of the project, while completely replacing both structures. The new twin bridges will match the existing structure widths of 63 feet each with three lanes in both directions, spanning Tinkers Creek.  The new design will be executed with a goal of shortening the existing almost 1,000-foot-long structures by as much as 40%. Environmental concerns are important in this project, as the bridges are being built over a wetland and waterway. Innovative ground improvement methods are being used to construct embankments in areas of poor existing soils.

David Bame, P.E.

Resident Engineer

Mr. David Bame has over 37 years of experience in Construction Project Management and Administration as an Engineer. Mr. Bame started his career in ODOT’s District 5, where he worked as a Project Engineer. Initially, he worked under the supervision of another Project Engineer inspecting bridge and pavement reconstruction and later oversaw the administration of highway construction contracts and assisted in training project personnel. Mr. Bame continued to work for the Ohio Department of Transportation for over 30 years representing the District’s Construction Administrator /Engineer in the administration of contracts involving multiple complex projects, programs, and directives. Mr. Bame is serving as a Resident Engineer for this project.
