The William Preston Lane, Jr. Memorial Bridge (Chesapeake Bay Bridge) is a major dual-span bridge in the state of Maryland. Spanning the Chesapeake Bay, it connects Queen Anne’s County with Anne Arundel County. This project involves the supply, installation, commissioning, cutover and warranty for a new resilient remotely monitored and controllable 5kV feeder system, including cable, related equipment, stand-alone SCADA system, installation of new support structures, and labor, as well as the removal and disposal of the existing cable and related switchgear across the Eastbound (South) William Preston Lane Jr. Memorial Bridge per the Project Scope of Work.

The project also includes the insertion and interconnectivity of remotely controllable ring medium-voltage switchgear at substations across the Westbound (North) bridge, with the components on the Eastbound (South) bridge, resulting in a single resilient power system for both bridges. It also involves relocating existing 5KV and 480V lines on the south side of the Westbound Bridge on the West End (Spans BI A-B 19) and East End (Spans 49A-B76), from their current locations along the girders to the railing posts. Additionally, the project also includes modifications to the utility feeds from both BG&E and Delmarva Power, including the replacement of power transformers on both the east and west ends of the bridge and provisions for electrical power connections to a new automatic lane control system to be installed on the east approach under a separate contract.

TIS Duties for the Emergency AET Conversion

True Inspection Services (TIS) provides Construction Management, Administration, and Inspection Services. TIS also provides a variety of managerial services including ICPM/CPM schedule review, budget management, facilitates monthly progress meetings, holds formal partnering meetings, monthly and quarterly safety inspections, force account tracking, change order processing and mitigation.  Additionally, TIS provides oversight of the quality control inspection program and staff through all phases of construction.

Mr. Herron is a Certified Construction Manager and is currently overseeing the project management for the MDTA Bay Bridge 5KV Electrical Improvements Project. Some of his duties include facilitating formal partnering meetings, CPM schedule review, and project assignments. In addition, he drafts and provides recommendations for Change Orders and Supplemental Agreements. Finally, he manages the construction budget and generates monthly expenditure reports and future cost projections for the Deputy Director of Construction.
