Ron Quesenberry has over 36 years of experience in the supervision and inspection of construction projects involving transportation, site development and painting projects. He has extensive experience with all phases of highway construction and is considered an authority on painting steel structures. He has spent most of his career working with the Ohio Department of Transportation on construction and coating inspection contracts. He also has specific experience working with other transportation agencies such as the Ohio Turnpike and Infrastructure Commission and the Kentucky Transportation Cabinet.

Ron is NICET Level II certified for Highway Construction as well as a certified NACE Level III/AMPP Senior Certified Coatings Inspector and Project Manager.

He has been working on ODOT projects as an Inspector or Project Manager since 1990. He has performed Project Manager duties in all of ODOT’s 12 Districts on statewide inspection contracts. He has also served as an instructor and provided bridge painting inspection training courses for ODOT Engineers and Inspectors as well as other DOT agencies. Other duties include overseeing TIS’ inspection program, coatings management/inspection, failure analysis, and daily progress documentation and construction coordination between the contractor, client and design engineer.

Mr. Hupp is a Professional Engineer with over 37 years of experience in construction project and program management, and contract development and administration.  He spent 31 years of his career working for the Ohio Department of Transportation as a construction project engineer, area engineer, and construction administrator.  During that tenure he managed construction of a variety of large, complex, urban and rural roadways, bridge, pump station, and intermodal facility projects.  In the private sector, he has been the Project Manager for a large variety of civil construction projects throughout the state.  Mr. Hupp has served as a municipal construction program manager where he was actively involved in the planning, design (constructability and plan reviews), contracting, and construction administration phases of many large infrastructure projects.  He has performed numerous constructability reviews of plans for municipalities and ODOT and has recently prepared and presented construction claim defenses successfully on behalf of multiple Ohio municipalities as well as ODOT.  Brian also serves on a Dispute Resolution Board and as the Dispute Resolution Advisor on large ODOT project across Ohio.

At TIS, Brian serves as the Vice President, responsible for assisting with business development, personnel assignments, project management, client relations, and project specific issue resolution.  Brian obtained his bachelor’s degree in civil engineering and master’s degree in engineering management from Ohio University. 

Mr. Barry Couts founded True Inspection Services, LLC on his 35+ years of experience in construction management, project management and client management. Time and again, he demonstrated success in effectively developing and managing multiple projects including multimillion dollar government projects.

Although Barry retired in 2025, but his legacy continues! Our team carries on his knowledge in the private and public sector.
