The scope work includes providing the labor, equipment, materials, etc. necessary to perform repairs and/or modifications to existing maintenance access features and to install new maintenance access features, as defined by this IFB and the Contract Plan, including the following summary of items:

1. Replace damaged or deteriorated catwalk walking surface grating and cover plates.
2. Rehabilitate the catwalk channels and supporting members.
3. Replace damaged or deteriorated catwalk railings and connection components.
4. Replace damaged or deteriorated ladders, ladder rungs, and safety cages.
5. Install new ladders and safety cages.
6. Replace the ladders and platforms within the West Bound Anchorage Piers.
7. Replace missing access hatches and deteriorated access door hinges.
8. Replace broken suspension cable stanchion components.
9. Installing new access features (stairways, ladders, railing, locks) to improve safety and security.
10. Miscellaneous Repairs.

TIS Responsibilities for the MDTA Bay Bridge Maintenance Access Features

True Inspection Services (TIS) provided Construction Management, Administration, and Inspection Services. TIS provides a variety of managerial services including ICPM/CPM schedule review, budget management, facilitates monthly progress meetings, holds formal partnering meetings, monthly and quarterly safety inspections, force account tracking, change order processing and mitigation.  Additionally, TIS provides oversight of the quality control inspection program and staff through all phases of construction.

Scope of work for this project includes Eastbound Bridge Rocker Links, Wind Shoes, and Lower Tower Struts.

1. Replacing existing suspension tower rocker links and pins.
2. Replacing existing suspension tower wind shoes.
3. Rehabilitate existing suspension tower lower struts.
4. Rehabilitate existing Westbound Bridge Suspension Span stringer expansion bearings.
5. Renovation of the existing Eastbound Bridge navigational lighting system.
6. Replacing all navigational lighting on the Eastbound William Preston Lane Bridge
7. Replacing existing conduit, junction boxes, and wiring as required between the transformer assemblies and navigational lights.
8. The work will be from the west deck girder at Pier 1 to the last navigational lights on Pier 41 as shown on the Plans.

The scope of work for this contract involves performing structural steel, concrete, and miscellaneous repairs that are Priority Repairs (designated as Unit 1 and Unit 2 Repairs). This contract also contains On-Call Repairs, which are required on an as needed basis, and as directed by the Engineer.

All Priority Repairs and On-call repairs are performed on the twin structures, and the William Preston Lane (WPL) facility, which is not limited to the bridges, toll plaza, sign structures, gantries, etc.

On-call task order repairs to the bridge structures, toll plazas, sign structures and gantries, etc. include all labor, equipment, materials, etc. necessary to perform upgrades, replacements, and new construction, as directed by the Engineer. Such repairs will include the following:

1. Repair and replacement of piers, pier caps, pedestals, abutments, and barriers.
2. Jacking bridge steel beams and other superstructure components under traffic and restoring bearings on piers and abutments.
3. Repair or replace beams, girders, and other structural members via plating and other structural methods.
4. Repair or replace damaged bridge fender systems and/or dolphins.
5. Repair cracks in structural steel and/or welds of bridge beams/girders including cleaning and painting of the structural steel as required.
6. Destructive and non-destructive testing as necessary to determine existing condition of structures.
7. Repair or replace concrete at bridge abutments and pier caps as well as concrete repairs to slope protections at abutments.
8. Repair or replace damaged toll booths, canopies, and concrete toll islands.
9. Fabricate and Install Bridge Hangers.
10. Miscellaneous repairs, enhancements and modifications, which may be security related or potentially emergency related.
11. Construction, repair, retrofit, or replacement of concrete bridge barriers.
12. Construction, repair, or replacement of concrete bridge deck repairs.
13. Repair piers in water and install pile protective devices.
14. Placement of riprap, grout filled bag, and other methods of scour protection.
15. Providing access for in-depth inspections of facility components, including, but not limited to suspension cables, suspender ropes, truss members, other superstructure and substructure elements, etc.
16. Repair of suspension cables, cable wrappings, suspender ropes, and other cable components.
17. Cleaning and painting of various components not incidental to structural repairs.
18. Installation, repair, and maintenance of various electronic systems and instrumentation such as acoustic monitoring devices, strain gages, and testing equipment for load tests.
19. Construction, repair, or upgrade to various highway components including roadway, signs, sign structures, lights, light poles, guardrails, impact attenuators, travel plazas, parking lots, etc.
20. Scheduled general maintenance and greasing of mechanical components as directed by the Engineer.
21. Construction, fabrication, repair, replacement, or installation of toll gantry structural components.
22. Drainage system repairs and replacement, including joint seals, troughs, drop inlets, pipes and culverts, under drains, scuppers, downspouts, etc.
23. Subsurface investigations and foundation work.

The work being performed under this bridge painting contract is located at Bridge No. AAZ05004, the William Preston Lane, Jr. Memorial Bridge, located on US Route 50 Westbound over the Chesapeake Bay in Anne Arundel and Queen Anne’s Counties.

The scope of work includes cleaning and painting the structural steel at the through truss spans (Spans 44, 45, & 46), east girder spans (Spans 47, 48, & 49), and cleaning and painting the lane use signal gantries throughout the bridge.

Also included are the steel railing members 1, 2 & 4 throughout the bridge, and cleaning and painting and replacement of steel barrier posts through the bridge except the suspension spans.

The William Preston Lane, Jr. Memorial Bridge (Chesapeake Bay Bridge) is a major dual-span bridge in the state of Maryland. Spanning the Chesapeake Bay, it connects Queen Anne’s County with Anne Arundel County. This project, located in Anne Arundel County, includes: pavement reconstruction, pavement removal, and demolition of the remaining toll plaza islands within the existing toll plaza area.

The purpose of the project is to provide a roadway configuration to support All Electronic Tolling (AET), including signing and Intelligent Traffic Systems (ITS) infrastructure for an automated lane closure system (ALCS) to support bridge operations.

The William Preston Lane, Jr. Memorial Bridge (Chesapeake Bay Bridge) is a major dual-span bridge in the state of Maryland. Spanning the Chesapeake Bay, it connects Queen Anne’s County with Anne Arundel County. This project involves the supply, installation, commissioning, cutover and warranty for a new resilient remotely monitored and controllable 5kV feeder system, including cable, related equipment, stand-alone SCADA system, installation of new support structures, and labor, as well as the removal and disposal of the existing cable and related switchgear across the Eastbound (South) William Preston Lane Jr. Memorial Bridge per the Project Scope of Work.

The project also includes the insertion and interconnectivity of remotely controllable ring medium-voltage switchgear at substations across the Westbound (North) bridge, with the components on the Eastbound (South) bridge, resulting in a single resilient power system for both bridges. It also involves relocating existing 5KV and 480V lines on the south side of the Westbound Bridge on the West End (Spans BI A-B 19) and East End (Spans 49A-B76), from their current locations along the girders to the railing posts. Additionally, the project also includes modifications to the utility feeds from both BG&E and Delmarva Power, including the replacement of power transformers on both the east and west ends of the bridge and provisions for electrical power connections to a new automatic lane control system to be installed on the east approach under a separate contract.
