True Inspection Services is providing project engineering and construction inspection services on this major roadway rehabilitation and widening project. This project is part of a series of projects to reconstruct Interstates 70/71 in downtown Columbus, Ohio. When complete, the projects will result in new urban avenues with complete streets, enhanced freeway crossings with safe pedestrian and bicyclist accommodations, and the removal of outdated ramps. Project work items include reconstruction of portions of I-70 east and west, I-71 north, reconstruction of I-70 from SR 315 to Grant Avenue, including bridges over the Scioto River, SR315, NFS and CSX railroads, reconstruction of 3rd, 4th and High Street bridges, along with the construction of seven retaining walls. The total construction cost is estimated at $343 million, started in Spring of 2024 and is slated to be completed by Summer of 2031.

Construction Engineer 2

Mr. Channel has 33 years of experience with ODOT with majority of those years in construction. He has been involved with highway construction projects as an Engineer since 2007 in District 6. His experience includes a multitude of projects which include airport access, new and overlay bridge decks, resurfacing, major widening, intersection improvements, culvert replacements, sidewalks, noise walls, interchange reconfiguration, and dilemma zone signals which included safety studies. Mr. Channel is serving as the Construction Engineer 2 on this project, overseeing staff and all of the project details.

This U.S. 30 Major Rehabilitation will reconstruct U.S. 30 between state Route 309 and Fifth Avenue in the City of Mansfield. In addition, the project will replace pavement along U.S. 30 and also includes:

• Replacement of various bridges, construction of a median barrier, and shoulder widening along U.S. 30.
• Upgrade of ramp merge from the eastbound State Route 13/State Route 545 entrance ramp to east of Fifth Avenue.
• Resurfacing of Longview Avenue from State Route 13 (N. Main Street) to state Route 545 (Olivesburg Road).
• Construction of new eastbound State Route 13/State Route 545 entrance and exit ramps. The new ramps will be constructed between the existing ramps, which will be removed as part of the project.
• Resurface the westbound State Route 13 entrance and exit ramps and replace pavement on the eastbound State Route 545 entrance and exit ramps. No changes will be made to the existing ramp geometry.
• Increase the vertical clearance under the State Route 545 and the Fifth Avenue bridges.
• Remove the bridge over a driveway off of Longview Avenue.
• Complete maintenance on the U.S. 30 bridge over State Route 13.
• Add corridor lighting and replace the right-of-way fencing.

More importantly, work for this U.S. 30 Major Rehabilitation will address deteriorating pavements and poor bridge conditions on U.S. 30. Further, it will improve outdated design features to reduce the number and severity of crashes on U.S. 30 and its interchanges. U.S. 30 was originally constructed beginning in 1956. The road was most recently repaved in 2010 with pavement repairs in 2017, but the concrete base beneath the asphalt has decayed and requires ongoing repairs. The original bridges remaining in this section are also nearing the end of their lifespan.

Construction began May 2020 and will continue through May 2023.

TIS Responsibilities for this U.S. 30 Major Rehabilitation Project

TIS was awarded the Construction Inspection contract of the U.S. 30 Major Rehabilitation in February of 2020.  Staffing requirements include:

Andrew Busher

Lead Structures Inspector

Mr. Busher handles all structures on this project, which includes demolition and complete reconstruction of 4 bridges along US30. In addition, he is also involved in some of the roadway construction elements such as: drainage, excavation and embankment, aggregate base, waterline installation and maintenance of traffic. Finally, he is providing project documentation and photographic verification by entering information into Mobile Inspector. 

Gregory Vogt

Lead Asphalt/Utilities Inspector

Mr. Vogt will provide construction inspection services on this roadway rehabilitation project. Further, his role will include the inspection of utility installations and asphalt paving operations.

Project Date: 2016 – 2018

The Anthony Wayne Bridge, also known as the High Level Bridge, is a 3,218-foot-long suspension bridge in Toledo, OH spanning the Maumee River. The bridge was constructed in 1931 and connects Clayton Street to Woodville Road carrying Ohio State Routes 2, 51, and 65.  This bridge has three suspended spans.  The main span is 785 feet long and the two side spans are 233 feet long.  The bridge also features Warren deck truss approach spans that are adjacent to the suspended side spans.

In 2013, ODOT, the owner of the structure and the City of Toledo started Phase 1 which was a $30M deck replacement and major steel repair to rehabilitate the structure..  Phase 1 was completed in 2015. In 2016, for Phase 2, ODOT contracted with United Coating and Lining (UCL) to repair structural steel and paint the entire structure for $12.5M.

TIS Responsibilities for the Anthony Wayne Bridge Construction Engineering and Inspection Services Project.

True Inspection Services (TIS) received the Construction Engineering and Inspection services contract for the project.  As the painting contractor performed the work cleaning the existing steel, TIS inspected the blasted surface for any coatings issues or structural issues that could not be seen during Phase 1.  The structural issues included, stress fractures, steel delamination and rivet loss. When areas were found where steel needed to be replaced, TIS documented and coordinated with the contractor to make the steel corrections. TIS oversaw daily operations of staff, project schedules, reviewed change orders and force account documentation, managed materials, reviewed daily inspection reports, and attended progress and dispute resolution meetings.

This project brought unique challenges given that it is over navigable waters where ships, including the Coast Guard passed through. Also, there were other variables to work around, such as preserving the historic integrity of the bridge, MOT, temperature, water levels, high winds, and traffic.

Mr. Morris provided construction inspection on the Anthony Wayne Bridge which included locating damaged, cracked, and deteriorated structural members and then ordering the method of repair.  Mr. Morris also oversaw daily operations of the staff, project schedules, reviewed change orders and force account documentation, managed materials, reviewed daily inspection reports, and attended progress and dispute resolution meetings.  Review of the Maintenance of Traffic for staging repairs and erecting/removing containment was also performed.

Project Date: 2014 – 2015

This project was the first phase of a nine phase Cleveland Innerbelt Modernization Plan focused on improving safety, reducing congestion and traffic delays, and modernizing interstate travel along I-71, I-77 and I-90 through Downtown Cleveland.

This first phase, called Cleveland Contract Group 1 (CCG 1) included the design and construction of a new bridge over the Cuyahoga River Valley on I-90 that accommodates six (6) lanes of bi-directional traffic and five (5) lanes of traffic westbound through traffic following future Innerbelt Construction Contracts. This included approach pavement and structures.

The Project also included: bridge deck replacement and bridge rehabilitations for I-90 eastbound and westbound mainline and ramp bridges over E.14th Street, and I-90 eastbound and westbound mainline over I-77 ramps to/from I-90 (E-8 and E-10); reconstruction of westbound I-90 entrance ramps and associated structures from E.14th Street, E.9th Street and Ontario Avenue in the Central Business District; Reconstruction of Ontario Avenue, Carnegie Avenue and ramp intersection and associated structures; construction of new sections of E.9th Street, Broadway Avenue and E.14th Street and associated structures; replacing the deck of the existing I-71 southbound bridge over Starkweather Avenue; replacing the deck of the existing I-90 westbound bridge over Starkweather Avenue; modifying and replacing the deck of the existing I-90 westbound bridge over Kenilworth Avenue; reconstruction of Commercial Road and Central Viaduct Way and the Fire Station and Museum Area; construction of a new E. 9th Street Alignment; major earthwork grading of the West Slope region between Abbey Avenue and the Cuyahoga River; reconstruction of the I-90 exit to Abbey Avenue and Fairfield Avenue, including construction of W.14th Street extension; reconstruction of bulkheads along the Cuyahoga River; removal of sections of University Avenue; closure and removal of the I-77 northbound to the I-90 westbound ramp, and I-90 eastbound to the I-77 southbound ramp; and all associated items, including but not limited to, demolitions, removals, earthwork, pavements, landscaping, sidewalks, drainage facilities, utilities, waterlines, walls, traffic control, lighting and aesthetic enhancements for the completion of the facility.

TIS Responsibilities for the Cleveland Inner Belt Bridge Rehabilitation

True Inspection Services, LLC provided coatings inspection, construction inspection, record keeping and documentation for this bridge expansion project.

Peter Cheetham

Inspector

Mr. Cheetham performed quality assurance inspection for various aspects of the construction of the Cleveland Innerbelt bridge (WB I-90) and associated roadway.  Monitored excavation, placement of drainage structures and pipes, grading, sub-base placement, and asphalt and Portland cement concrete paving.  Mr. Cheetham also monitored installation of poured concrete curbs, reclaimed stone pavers, and erosion control mats.  He spent three weeks at a steel plant in Williamsport, PA inspecting steel blast and prime coat of inorganic zinc paint.  Also monitored bolt tests and inspected bolted connections for handrail and other steel members installed at the plant.  Completed daily reports and provided photographic documentation of work inspected.

Barry Couts, Jr

Coatings Inspector

Mr. Couts served as a Quality Oversight Inspector/Technician for the ODOT Quality Assurance team. His duties included verification of the preparation of structure surfaces and the application of coatings for the structures and related components. An Independent Quality Firm (IQF) hired by the design build team was responsible for the main coating inspection duties.  Mr. Couts was responsible for inspecting approximately 10% of the bridge and ensuring that the Department’s interests were protected in this project.
